Obama To Sign LGBT Workplace-Protection Order, New York Banning Ex-Gay Therapy: Today In Gay

President Obama will sign an executive order banning anti-LGBT workplace discrimination by federal contractors, an unnamed White House official told The Washington Blade.

“The President has directed his staff to prepare for his signature an executive order that prohibits federal contractors from discriminating on the basis of sexual orientation or gender identity,” said the source on Monday. “This is consistent with the president’s views that all Americans, LGBT or not, should be treated with dignity and respect.”

President Obama still favors Congress passing the Employment Non-Discrimination Act, the official revealed, but he acknowledges partisan politics has stalled it in the House.

Rea Carey, executive director of the National Gay & Lesbian Task Force, says the order is “a major step forward” for LGBT equality: “Now millions of people will have the economic security they need to provide for their families,” said Carey. “Through his actions, the President has demonstrated again his commitment to ending discrimination."

While there's no timetable for when the order will be signed, the President is slated to speak at a Pride month reception at the White House on June 30.

On Monday, the New York State Assembly Screen Shot 2014-06-16 at 11.20.17 PMpassed a bill that would ban ex-gay therapy on minors by a vote of 86 to 28. This makes New York the third state—after California and New Jersey—to prohibit the practice.

The legislation, which still must pass the State Senate and be signed by Governor Cuomo, defines any efforts by a mental-health professional to try to change the sexual orientation of a patient under 18 as "professional misconduct."

“We’re thrilled by the rapid progress and bipartisan support this bill has earned during this session," said Empire State Pride Agenda Executive Director Nathan M. Schaefer. "We cannot let another day go by where our youngest New Yorkers are vulnerable to this avoidable harm.”

Chief officers on the USS Carl Vinson, a Navy aircraft carrier stationed in San Diego, have reportedly blocked sailors' efforts to hold an LGBT Pride event, even though the Pentagon has encouraged such celebrations.

Sean Sala, an LGBT activist and former sailor, told ABC-10 he's heard from sailors who are being stonewalled by the ship's command:

Several sailors have contacted [Sala], frustrated that the command staff was dragging its feet after sailors requested an event observing Pride Month.

Two weeks ago—after Sala made some inquiries—one of the sailors, an officer, said the commanding officer verbally approved a late June event that came with rules in promoting it. "They were told they had to remove any language of gay or lesbian over the loudspeaker," said Sala...

Team 10 has learned if the sailors are denied an event, they plan to unfurl a rainbow flag on the pier and have an impromptu event.

According to ABC, one outraged Navy officer is filing a formal discrimination complaint with the Department of Defense's Office of the Inspector General.

The Navy has made inroads with the LGBT community since the repeal of Don't Ask Don't Tell—in 2013, sailors were allowed to wear their uniforms at San Diego Pride.

The former GOP presidential candidate was on CNBC's Squawk Box on Monday when confronted by co-host Joe Kernan: "I have a really high bar for what I would take offense to, but that would exceed the bar for me," Kernen told Perry ."I don’t think gay marriage leads to cirrhosis of the liver, domestic violence, or DWIs. I don't see how that's similar."

Perry remarked that "I understand people have different opinions on that."

In the same segment the governor said he'd leave the legality of reparative therapy "to the psychologists and the doctors," and declared that the courts should respect Texas' ban on marriage equality. That ban was overturned by a federal judge in February, though the ruling being appealed.

'Texas has made the decision on [same-sex marriage] already by a vote of over 75%," Perry said. "They said that marriage is between one man and one woman and I respect that. And I respect whatever they want to do in California or New York, for that matter."
